VariableName	- 	SoilMoisture
StationName	-	Station name (Wxx)
TimeStep	- 	Time step of the time serie (xxmin)
StartYear	-	Year of beginning of the time serie (format YYYY)
EndYear		-	Year of end of the time series (format YYYY)

File Header Abbreviations:
DATE: format date DD/MM/YYYY
TIME: format time hh:mm:ss (UTC)
VALUE: Soil moisture in % or m3/m3 (-0,35m from the ground surface)
QUALITY: quality code of the data (0-Good; 20-Corrected good; 40-Suspicious; 140-Missing data)

Conventions : 
-9999.00 is the VALUE of a Missing data
the data at TIME t is the data recorded between t-Timestep and t
